10 - 2 Law

What is 10+2?

It is new requirement imposed by the U.S. Department of Homeland Security on maritime cargo destined for the United States. The Importer Security Filing and Additional Carrier Requirements requires carriers to submit a vessel stow plan and container status messages under certain scenarios where cargo containers are destined for the United States. The rule also requires importers or their agents to submit an Importer Security Filing (ISF) with eight data elements, no later than 24 hours before the cargo is laden aboard a vessel destined for the United States. Effective date: January 26, 2009.

Who is responsible for filing 10+2?

The party required to submit the Importer Security Filing (ISF) is the party causing the goods to enter the limits of a port in the United States. This party is known as the "ISF Importer".

When to file 10+2

Information will be required by Customs for all ocean shipments at least 24 hours prior to the vessel loading at the foreign port of lading.

2 data elements to be supplied by carrier:

What will happen if importer does not provide a complete, accurate and timely filing after Jan 26, 2009 - Jan 25, 2010?
